The Bank is headed by the Governor.
The Governor has two Deputies who are appointed by the government in
consultation with the Governor. A senior manager is responsible for
internal administration, and is in charge of the activity of two departments:
Human Resources and Administration, and Information Technology.

Human Resources and Administration
|
The Human Resources and Administration Department is responsible for
personnel management, organizational development, human resource
development, and training.
Personnel management incorporates recruiting staff and their advancement,
dealing with labor relations, salaries, employees leaving, retirement, and
employees' and pensioners' personal problems.
Organizational development includes carrying out organizational reviews at
different levels to improve efficiency and work procedures and methods, and
to determine the staffing level required to fulfill the Bank's roles. The
Department introduces advanced technology into work procedures, and sets
the work norms and standards required for employees' efficient functioning
and welfare.
The Bank sets great store by the development of human resources, and this
is reflected by training, the assessment of employees and their performance,
promoting their mobility, and awarding prizes for improvements in efficiency.

Administration covers finance, buildings and equipment, security, and
publications.
Financial activity consists mainly of making the Bank's administrative
payments, and incorporates making computerized bookkeeping entries and
transferring data to the Bank's main accounting system. It also covers the
preparation of the Bank's annual budget and following up on its performance.
The Building and Equipment Unit is responsible for the maintenance of the
Bank's buildings and technological systems, office equipment and machinery,
the provision of office services to the various departments, the purchase of
goods and services, stock control, and the Bank's fleet of vehicles.
The security unit is responsible for guarding the Bank's buildings, for checking
security procedures of the firms the Bank deals with regarding printing
money, for guarding consignments, and for holding the money stocks. The
unit is also responsible for classifying the security level of the different jobs in
the Bank, and for undertaking security checks of candidates before they are
employed.

Information Technology
|
The Information Technology Department is responsible for the coordination
and implementation of the Bank's computerization strategy as well as the
purchase, operation, maintenance, and development of the information
systems. The systems include a mainframe computer connected to many
computer networks and hundreds of PCs. It is also connected to outside
computerized systems such as those of the banks, the government, and
international financial institutions.
The Department provides the computer support needed to achieve the
objectives of the Bank of Israel. It does so by:

Using automatic systems to support the Bank in its performance as banker
of the government and of the banks;
|
|
Managing the data on issues (of bonds and Treasury bills), investment
instruments, the foreign reserves, the internal debt, the external debt, etc;
|
|
Developing computerized analytical tools for the Bank's economists to use
with the data bases within and outside the Bank, thus providing support for
decision making;
|
|
Handling the data in reports from the banking system and transmitting
directives to it;
|
|
Developing computerized monetary instruments, while integrating into
external computerized trading areas and developing internal ones.

Legal Advice |
|
The Legal Department provides the Governor and staff of the Bank with the
legal advice they require for their work. It helps to initiate legislation on
subjects which fall within the sphere of the Bank's activities, and represents
the Bank on judicial bodies.

Spokesman's Office and Economic Information
|
|
The staff of the Spokesman's Office publicize and explain the views and
actions of the Bank of Israel to the general public. This is done by sending
information to the media in Israel and abroad, by responding to inquiries from
their representatives and from the general public, and by providing direct
information to economic and other agents.
Spokesman's Office is responsible for the Bank's Internet website.

Bank of Israel Library
|
|
The Bank of Israel Library contains some 30,000 books and 750 periodicals
from all over the world, as well as publications of the World Bank and the IMF.
The main subjects covered are economics, finance, and banking, with special
emphasis on Israel and the Middle East.

|
Internet and Publications
|
The Internet and Publications Unit produces and distributes the Bank's publications. These include the Annual Report, which describes and analyses developments in the economy, the financial and capital markets, the balance of payments, and the foreign currency market (prepared by the Research Department); the Annual Report of the Foreign Currency Department, on the investment of the foreign exchange reserves and developments in foreign currency; the Bank's balance sheet and financial statements (the Comptroller's office); half-yearly inflation reports; the Annual Survey of Israel's Banking System; and research by the Bank's economists.
The unit also deals with regular updates of the Bank's website and the constant development and enhancement of the site and the services it provides. Most of the Bank's publications are available in Hebrew and in English, in print and on the website.

Economic advice to the Governor
|
|
Economic advice to the Governor incorporates the preparation of position
papers on central macroeconomic issues and analysis of economic data.

Internal Audit
|
|
Internal Audit is responsible for checking that the policy of the Governor and
the Bank management is implemented efficiently and with integrity. It ensures
that working procedures are observed and updated, that internal auditing is
properly performed, that the Bank's assets are safeguarded, and that its
accounts are kept properly.

Comptroller's Office
|
|
The Comptroller's Office, as well as providing banking services to the
government and the banks, is responsible for managing the Bank's accounts
and preparing its financial statements.
